The Senate yesterday passed legislation that would allow local agencies to withhold documents that would reveal the thought processes and strategies used in the collective bargaining process for local agencies. This would expand an exemption that is currently available to state agencies.
The bill, AB 1455 by Assemblymember Raul Bocanegra (D-San Fernando), would amend existing Government Code Sec. 6254 (p) to allow local agencies, in addition to state agencies, to withhold documents that reveal an agency’s deliberative processes, impressions, evaluations, opinions, recommendations, meeting minutes, research, work products, theories or strategy.
AB 1455 now heads to the governor, who is expected to sign the measure.
