    Judge Comment: Excellent, multi-faceted project that effectively captures the seamy underside of cannabis — both legal and illegal — and the deep, ongoing challenges facing numerous organizations, agencies and municipalities throughout California. Content was packaged effectively and included an excellent graphic analysis of satellite images to show the enormity of illegal grows, terrific news and feature photos, podcasts and well-produced interviews with reporters. With so many pieces, the package could have been difficult to navigate, but the Times’ did a nice job of presenting each enterprise reporting and several follow-up stories documenting impacts of the Times’ series. Well done!
