    Judge Comment: The beauty of this series was that it had all of the investigative elements without sacrificing any of the heart of the local community. This was an extraordinarily complex topic that easily could have lost the reader. Instead, the narrative was so tight that it continuously grabbed hold of your attention and never let go. The writer masterfully juggled myriad elements: explaining the (jaw-dropping) credit system, pulling the curtain back on the bureaucracy and the money influencing it, but always centering the actual humans affected by the polluters and pollutants. Amazingly well done.
