    Judge Comment: City planning can be such a dry subject, but you've given the readers bite-sized chunks and included reasons it all should matter by naming things that could change right toward the top of articles. Folks may not care about RHNA numbers, but they might care about the Lava House...

    Judge Comment: You've taken what could be a very dry subject and made it interesting and readable. Because the category requires I judge on photography and graphics as well as writing, I'd say my only criticism is the article could have done with some kind of art to help capture readers' eyes. Perhaps a graphic of some kind comparing average project timelines in neighboring cities to your own? ... though I hate to ding the writer on this.
