    Judge Comment: soft lead, a bit vague about status of project. like painting the picture of how long the project has taken by describing his age. good description of land use with environmental protections and good voice of the opposition. "Seems" in lead begs the question why no definitive answer

    Judge Comment: comprehensive story with good background. I would have moved the problem with connecting the water higher up but every question that raises in my head about the story is answered
